Well, glad you got it. Did you replace timing belt at the same time? Labor to do water pump is about the same, with or without the timing belt. Belt should be replaced at 100,000 miles, and they automatically do the water pump (usually) at the same time.

Now, about the jeep - pressure vary with RPM? It should. I'd first suspect the gauge. If gauge is okay, change oil & fill with synthetic - don't know if you use it now, but if you don't crud could be blocking a passage and creating high pressure, the synthetic detergents will "eat away" crud.
