Short answer: yes.
The new forums do not, yet, have a replacement to the signature pic hack that I was running before. There is currently no way to upload a picture to the PTE server to use in your signature. It should return as soon as vBulletin 3.0 gets out of beta and the writer of the signature hack gets it updated for vB 3.0. Quote:
