there is no movement between that area. the bottom spring perch will move with the tire and there will be no clearance issues there.
usually the offset is stamped or cast into the inside of one of the spokes of the wheel. for a 7" wide wheel you'll want an offset around +38. VW wheels will work nicely on pts, i have a set of 17" speedlines from a 2002 GTI that i use for winter.

the tire out of the factory are 205 50 17... might have a little problem there 10.575 CM vs 10.25 CM so basically, you're loosing .325 centimeters.... that's really not much
