The purge solenoid is under the battery tray and it uses a foam filter to vent tank pressure to atmosphere. My first look will be for a contaminated filter.

Yes, I would check the condition of all vacuum lines related to the EVAP system. Since the car is 7 years old I am sure many hands have been under the hood and may have a pulled vac line or old, dried out line
