I can only speak for myself. I use a torque wrench whenever there are torque specs. 13 ft-lbs isn't a lot and it is easy to over-tighten and stretch the threads. Snugging down a spark plug, bolt, or nut can easily exceed 25 ft-lbs. YMMV
