Foam or Hand wash is probably the safest, but may not be available in your area. Most car wash places in my area have converted to all hand washes, with only the blow dryer being used and attendents doing the final drying or wipe down.
Early mornings or late evenings is a good time to wash your car yourself or can go to one of those self service car wash places. They offer some shade during the day and most have lighted washing stalls at night, but don't use the swirling brush or cloth attachment, if equipped at the end of the wand, just use their soap and rinse cycles. Some bring their own car wash soap, washing mitts, and a bucket, but some self service places may not like you doing that, even though you are paying to use the water and washing stall. There may be legitimate reasons for this but that's another story depending on the regulations in the area you live in.

What Sci-Fi said..
The self-wash is how I keep my PT clean.. I live in an apartment, so no place to wash either.. I go very early in the moring or later after dark.. Most places won't bug you for washing by hand if you do your wash at less busy times.. You will not believe how good you can get a good hand wax by the lights of a carwash at night...
My kit includes
- bucket
- Car wash soap
- Wash mit-lambs wool
- two aborbers towels
- several drying towels for the door jams
- quick detailer and microfiber towels..
I can do a hand wax, windows and wheels at home..
