If the clutch is not disengaging there is obviously something wrong. Are you losing fluid? A leak somewhere? thats usually a sign of a bad cylinder. If not then the master could be bypassing internally.
I have a friend who has a weak spring or something. The clutch works fine but is just a very soft pedal. Check your return springs on the pedals it could be broken or something caught in it.
